Not in theroy, slot machines in casinos are regulated by the gaming commission. They are inspected and cetrified by a thrid party.
There would be big problems, if a casino go caught with a rigged slot machine.
At least in Vegas, the machines are regulated by the Nevada Gaming Commission. These guys do random inspections and all kinds of other stuff to ensure fair play.
Slots are regulated by a random number chip that creates a random number when you hit the start button. That number corresponds to a pay table and the machines moves to the pay table results you selected.
Clearly the more prizes on the pay table, the bigger the chance of winning. The more $0 prizes on the pay table, the more chance of losing.
So casinos can choose how generous a machine is based on how they pay out table is set up. But to create one that falsely advertised prizes that could never be won would get them in big trouble.
Modern casinos are massive corporate entities that have no interest in ripping people off for a fast buck that could cost them their gaming license.
There’s no need they run at silly %’s with the minimum of overhead costs. There are chip sets available from manufacutrers that allow you spread the wins more but thats about it.
